Carbon Emission Targets handed back to states? How does that work?

Obama announced that as part of his environmental policy changes, states will again be allowed to set their own rules regarding automotive carbon emissions. What this basically says is that automakers, who will NOT make cars to multiple standards for smaller markets, will be forced to up their game to the highest standard any state provides?
I am not sure that this gives the right signal to the population which voted him in on a promise of stricter environmental controls. The challenge that must be considered is the added cost of making vehicles to multiple standards and what that means in the new industrial situation that car makers find themselves in.
I personally would have preferred to see a higher standard nationally, and see that bar gradually move up, than to leave it to the states individual desires. Let’s see what Monday brings (he is announcing things in greater detail), yet all this works towards greater environmentalism, so even if I may not totally agree with the policy change, I certainly admire the direction.
